This open access book discusses individual, collective, and institutional responsibilities with regard to vaccination from the perspective of philosophy and public health ethics. It addresses the issue of what it means for a collective to be morally responsible for the realisation of herd immunity and what the implications of collective responsibility are for individual and institutional responsibilities. The first chapter introduces some key concepts in the vaccination debate, such as ‘herd immunity’, ‘public goods’, and ‘vaccine refusal’; and explains why failure (...) to vaccinate raises certain ethical issues. The second chapter analyses, from a philosophical perspective, the relationship between individual, collective, and institutional responsibilities with regard to the realisation of herd immunity. The third chapter is about the principle of least restrictive alternative in public health ethics and its implications for vaccination policies. Finally, the fourth chapter presents an ethical argument for unqualified compulsory vaccination, i.e. for compulsory vaccination that does not allow for any conscientious objection. The book will appeal to philosophers interested in public health ethics and the general public interested in the philosophical underpinning of different arguments about our moral obligations with regard to vaccination. I argue that there are significant moral reasons in addition to harm prevention for making vaccination against certain common infectious diseases compulsory. My argument is based on an analogy between vaccine refusal and tax evasion. First, I discuss some of the arguments for compulsory vaccination that are based on considerations of the risk of harm that the non‐vaccinated would pose on others; I will suggest that the strength of such arguments is contingent upon circumstances and that in order to provide (...) the strongest defence possible of compulsory vaccination, such arguments need to be supplemented by additional arguments. I will then offer my additional argument for compulsory vaccination: I will argue that in both cases of vaccine refusal and of tax evasion individuals fail to make their fair contribution to important social and public goods, regardless of whether each individual contribution ‘makes a difference’. While fairness considerations have sometimes been used to support a moral duty to vaccinate, they have not been appealed to in order to argue for a legal duty to vaccinate. I will suggest that this is due, among other things, to a misapplication of the principle of the least restrictive alternative in public health. Finally, I will address nine possible objections to my argument. (shrink)

We describe a form of moral artificial intelligence that could be used to improve human moral decision-making. We call it the “artificial moral advisor”. The AMA would implement a quasi-relativistic version of the “ideal observer” famously described by Roderick Firth. We describe similarities and differences between the AMA and Firth’s ideal observer. Like Firth’s ideal observer, the AMA is disinterested, dispassionate, and consistent in its judgments. Unlike Firth’s observer, the AMA is non-absolutist, because it would take into account the human (...) agent’s own principles and values. We argue that the AMA would respect and indeed enhance individuals’ moral autonomy, help individuals achieve wide and a narrow reflective equilibrium, make up for the limitations of human moral psychology in a way that takes conservatives’ objections to human bioenhancement seriously, and implement the positive functions of intuitions and emotions in human morality without their downsides, such as biases and prejudices. We argue that, from the point of view public health ethics, vaccination is significantly analogous to seat belt use in motor vehicles and that coercive vaccination policies are ethically justified for the same reasons why coercive seat belt laws are ethically justified. We start by taking seriously the small risk of vaccines’ side effects and the fact that such risks might need to be coercively imposed on individuals. If millions of individuals are vaccinated, even a very small risk of serious (...) side effects implies that, statistically, at some point side effects will occur. Imposing such risks raises issues about individual freedom to decide what risks to take on oneself or on one’s children and about attribution of responsibility in case of adverse side effects. Seat belt requirements raise many of the same ethical issues as vaccination requirements, and seat belt laws initially encountered some opposition from the public that is very similar to some of the current opposition to vaccine mandates. The analogy suggests that the risks of vaccines do not constitute strong enough reasons against coercive vaccination policies and that the same reasons that justify compulsory seat belt use—a measure now widely accepted and endorsed—also justify coercive vaccination policies. We address the issue of whether, why and under what conditions, quarantine and isolation are morally justified, with a particular focus on measures implemented in the developing world. We argue that the benefits of quarantine and isolation justify some level of coercion or compulsion by the state, but that the state should be able to provide the strongest justification possible for implementing such measures. While a constrained form of consequentialism might provide a justification for such public health interventions, we argue (...) that a stronger justification is provided by a principle of State Enforced Easy Rescue: a state may permissibly compel individuals to engage in activities that entail a small cost to them but a large benefit to others, because individuals have a moral duty of easy rescue to engage in those activities. The principle of State Enforced Easy Rescue gives rise to an Obligation Enforcement Requirement: the state should create the conditions such that submitting to coercive or compulsive measures becomes a fundamental moral duty of individuals, i.e. a duty of easy rescue. When the state can create such conditions, it has the strongest justification possible for implementing coercive or compulsive measures, because individuals have a moral duty to temporarily relinquish the rights that such measures would infringe. Our argument has significant implications for how public health emergencies in the developing world should be tackled. Where isolation and quarantine measures are necessary, states or the international community have a moral obligation to provide certain benefits to those quarantined or isolated. (shrink)

In this paper, I want to argue for two main and related points. First, I want to defend Richard Wollheim’s well-known thesis that the twofold mental state of seeing-in is the distinctive pictorial experience that marks figurativity. Figurativity is what makes a representation pictorial, a depiction of its subject. Moreover, I want to show that insofar as it is a mark of figurativity, all seeing-in is inflected. That is to say, every mental state of seeing-in is such that the characterisation (...) of the properties by which a certain subject is seen in a given picture as having refers to the design properties of the picture’s vehicle, i.e., to the visible surface properties of that vehicle that are responsible for the fact that one such subject is seen in it, precisely taken in such a design role. Finally, I will try to show that seeing-in is qualified by inflection independently of whether it is conscious or unconscious seeing-in. (shrink)

The rapid development of vaccines against COVID‐19 represents a huge achievement, and offers hope of ending the global pandemic. At least three COVID‐19 vaccines have been approved or are about to be approved for distribution in many countries. However, with very limited initial availability, only a minority of the population will be able to receive vaccines this winter. Urgent decisions will have to be made about who should receive priority for access. Current policy in the UK appears to take the (...) view that those who are most vulnerable to COVID‐19 should get the vaccine first. While this is intuitively attractive, we argue that there are other possible values and criteria that need to be considered. These include both intrinsic and instrumental values. The former are numbers of lives saved, years of life saved, quality of the lives saved, quality‐adjusted life‐years (QALYs), and possibly others including age. Instrumental values include protecting healthcare systems and other broader societal interests, which might require prioritizing key worker status and having dependants. The challenge from an ethical point of view is to strike the right balance among these values. It also depends on effectiveness of different vaccines on different population groups and on modelling around cost‐effectiveness of different strategies. It is a mistake to simply assume that prioritizing the most vulnerable is the best strategy. Although that could end up being the best approach, whether it is or not requires careful ethical and empirical analysis. (shrink)

A completeness theorem is established for logics with congruence endowed with general semantics (in the style of general frames). As a corollary, completeness is shown to be preserved by fibring logics with congruence provided that congruence is retained in the resulting logic. The class of logics with equivalence is shown to be closed under fibring and to be included in the class of logics with congruence. Thus, completeness is shown to be preserved by fibring logics with equivalence and general semantics. (...) An example is provided showing that completeness is not always preserved by fibring ligics endowed with standard (non general) semantics. A categorial characterization of fibring is provided using coproducts and cocartesian liftings. (shrink)

We provide ethical criteria to establish when vaccine mandates for healthcare workers are ethically justifiable. The relevant criteria are the utility of the vaccine for healthcare workers, the utility for patients (both in terms of prevention of transmission of infection and reduction in staff shortage), and the existence of less restrictive alternatives that can achieve comparable benefits. Healthcare workers have professional obligations to promote the interests of patients that entail exposure to greater risks or infringement of autonomy than ordinary members (...) of the public. Thus, we argue that when vaccine mandates are justified on the basis of these criteria, they are not unfairly discriminatory and the level of coercion they involve is ethically acceptable—and indeed comparable to that already accepted in healthcare employment contracts. Such mandates might be justified even when general population mandates are not. Our conclusion is that, given current evidence, those ethical criteria justify mandates for influenza vaccination, but not COVID-19 vaccination, for healthcare workers. I argue that much philosophical discussion of moral disgust suffers from two ambiguities: first, it is not clear whether arguments for the moral authority of disgust apply to disgust as a consequence of moral evaluations or instead to disgust as a moralizing emotion; second, it is not clear whether the word ‘moral’ is used in a normative or in a descriptive sense. This lack of clarity generates confusion between ‘fittingness’ and ‘appropriateness’ of disgust. I formulate three conditions that arguments for (...) the moral authority of disgust need—but typically fail—to satisfy, in order to avoid (1) circularity, (2) the naturalistic fallacy, and (3) redundancy. These conditions are, respectively, (1) the identification of the direction of the causal relation between disgust and moral evaluation, (2) a demonstration that disgust is ‘fitting’ to morally relevant properties, and (3) a demonstration that disgust is ‘appropriate’ when elicited by these morally relevant properties. I will also suggest that, regardless of whether an argument for the moral authority of disgust can be made, it would be better to avoid the rather obscure term ‘moral disgust’. (shrink)

In this paper, we want to maintain that the puzzle of imaginative resistance is basically a pragmatic issue due to the failure of participative imagination, as involving a pre-semantic level relating to a wide context (the overall situation of discourse). Since the linguistic meanings of the relevant fiction-involving sentences violate some of our basic norms, what such sentences (fictionally) say cannot be participatively imagined. That failure leads one to refrain from ascribing such sentences the fictional truth-conditions they would have in (...) narrow fictional contexts (sets of fixed parameters) as determined by those meanings in those contexts. Yet one could still make that ascription, for one can cognitively imagine what such sentences would say in those contexts. As is proved by the fact that if one either adopts an alternative view on such norms or, for some reason, brackets them, one can again perform that ascription. (shrink)

The branching-time logic called Peircean by Arthur Prior is considered and given an infinite axiomatization. The axiomatization uses only the standard deduction rules for tense logic.

Along with a well-honoured tradition, we will accept that intentionality is at least a property a thought holds necessarily, i.e., in all possible worlds that contain it; more specifically, a necessary relation, namely the relation of existential dependence of the thought on its intentional object. Yet we will first of all try to show that intentionality is more than that. For we will claim that intentionality is an essential property of the thought, namely a property whose predication to the thought (...) is true in virtue of the identity, or nature, of such a thought. More particularly, for us intentionality will again be a relation, yet a relation of ontological dependence of the thought on its intentional object; specifically, the relation for the thought of being constituted by its object. Moreover, we will try to show that if intentionality is such a constitutive relation for the thought that has it, certain metaphysical consequences ensue. First, an objectual thought, a thought whose content basically consists in its intentional object, is nothing but that object in a certain cogitative modality, or, which is the same, as playing a certain motivational role for the subject entertaining the thought itself (at a certain time). Second, if an objectual thought is nothing but an intentional object in a cogitative modality, such a thought, not only as a type, but also as a token, is an abstract entity. More specifically, an objectual thought-type, an abstract object par excellence, is indeed instantiated by objectual thought-tokens which are again abstract particulars, yet of a specific kind: namely, tropes of a relational sort depending for their existence on their bearers (and possibly also on their temporal location). In the tree-like representation of Time, two histories are undivided at a moment t whenever they share a common moment in the future of t. In the present paper, it will first be proved that Ockhamist and Peircean branching-time logics are unable to express some important sentences in which the notion of undividedness is involved. Then, a new semantics for branching-time logic will be presented. The new semantics is based on trees endowed with an indistinguishability function, a generalization of the (...) notion of undividedness. It will be shown that Ockhamist and Peircean semantics can be viewed as limit cases of the semantics developed in this paper. (shrink)

We study the computability-theoretic complexity and proof-theoretic strength of the following statements: (1) "If X is a well-ordering, then so is ε X ", and (2) "If X is a well-ordering, then so is φ(α, X)", where α is a fixed computable ordinal and φ represents the two-placed Veblen function. For the former statement, we show that ω iterations of the Turing jump are necessary in the proof and that the statement is equivalent to ${\mathrm{A}\mathrm{C}\mathrm{A}}_{0}^{+}$ over RCA₀. To prove the (...) latter statement we need to use ω α iterations of the Turing jump, and we show that the statement is equivalent to ${\mathrm{\Pi }}_{{\mathrm{\omega }}^{\mathrm{\alpha }}}^{0}{-\mathrm{C}\mathrm{A}}_{0}$ . Our proofs are purely computability-theoretic. We also give a new proof of a result of Friedman: the statement "if x is a well-ordering, then so is φ(x, 0)" is equivalent to ATR₀ over RCA₀. (shrink)

Este trabajo defenderá la universalidad de la metáfora en arte (Arthur Danto), contra quienes piensan (Davidson, Carrol, Vilar) que en él la atribución de propiedades expresivas es literal y no metafórica. Se defiende la tesis de que la metáfora artística es como un símbolo tensivo que apunta a significados (epífora) y al mismo tiempo crea presencia (diáfora). Gracias a ambos elementos el arte crea presencia, crea realidad o transfigura lo usual y le otorga súbitas y asombrosas posibilidades de presencia, a (...) las cuales se corresponde no sólo con los sentidos, sino también con el afecto, el entendimiento y la imaginación. In this paper I will first contend that semantically based arguments in favour of or against problematic entities—like those provided, respectively, in a realist Meinongian and in an antirealist Russellian camp—are ultimately inconclusive. Indeed, only genuinely ontological arguments, specifically addressed to prove (or to reject) the existence of entities of a definite kind, suit the purpose. Thus, I will sketch an argument intended to show that there really are entities of an apparently specific kind, i.e. _intentionalia_, broadly conceived as things (...) that may actually exist as well as actually not exist. Finally, I will try to explain why that argument proves the existence of only some sorts of _intentionalia_, by showing how this is related to the fact that, as some have correctly maintained, _intentionalia_ have no intrinsic nature. In this paper, I want to hold, first, that a treatment of Frege cases in terms of a difference in cognitive phenomenology of the involved experiential mental states is not viable. Second, I will put forward another treatment of such cases that appeals to a difference in intentional objects metaphysically conceived not as exotica, but as schematic objects, that is, as objects that have no metaphysical nature qua objects of thought. This allows their nature to be settled independently of their (...) being thought of, in particular as concrete entities in the sense of entities that may be spatiotemporal occupiers. Yet third, as to Frege cases, cognitive phenomenology may return from the back door. For the realization that, if correct, solves any such case cannot but have a proprietary, though neither distinctive nor individuative, phenomenology. In my account, this is the realization that the different schematic intentional objects involved are none other than the same entity. (shrink)

In this paper, I want to show that a reasonable thesis on truth in fiction, Fictional Vichianism (FV)—according to which fictional truths are true because they are stipulated to be true—can be positively endorsed if one grounds Kripke’s justification for (FV), that traces back to the idea that names used in fiction never refer to concrete real individuals, into a creationist position on fictional entities that allows for a distinction between the pretending and the characterizing use of fiction-involving sentences. Thus, (...) sticking to (FV) provides a reason for a metaphysically moderate ontological realism on fictional entities. (shrink)

This chapter discusses the relation between Kant’s views on the foundations of syllogistic inference in ‘The False Subtlety of the Four Syllogistic Figures’, the views of eighteenth-century German authors who wrote on syllogism, and the conception of metaphysics that Kant developed in 1762-1764. Kant’s positions are, on the whole, rather original, even though they are not as independent from the intellectual context as Kant’s later, Critical philosophy. Despite Kant’s polemical tone, his views on syllogism are not primarily motivated by polemical (...) purposes. They are strongly influenced by his views on the method of metaphysics. (shrink)

The articles in the special issue "Experience in natural philosophy and medicine" discuss the roles and notions of experience in the works of a range of early modern authors, including Galileo Galilei, Francis Bacon, the Dutch atomist David Gorlaeus, William Harvey, and Christian Wolff. The articles extend the evidential basis on which we can rely to identify trends, changes and continuities in the roles and notions of experience in the period of the Scientific Revolution. They shed light on the longstanding (...) influence of traditional views and the emergence of early modern experimental philosophy. This introduction highlights the benefits of considering medicine in connection with natural philosophy when studying early modern views on experience and summarizes the articles. (shrink)

On various occasions, Kendall Walton has put forward a theory of depiction based on the notion of make-believe: P depicts something only if in virtue of having a perception of P, one makes believe that that very experience is the perception of P’s subject. As a consequence, if an individual is not able to make believe, whatever they face in their perception does not count as a depiction for her. Yet there are many evidences from developmental psychology that show that (...) very little children still unable to make believe can grasp a picture’s figurative value. As a result, Walton’s theory of depiction seems to be inadequate from an empirical point of view. Moreover, it also appears to be inadequate from a conceptual point of view. Walton’s ambition is to account in pretence-theoretical terms of what the twofold experience of seeing-in, which Wollheim took to be a necessary condition of depiction, amounts to. Yet relying on make-believe, hence on imagination, does not account for the genuinely perceptual character of the “seeing-in” experience. No treatment of imagination in terms of visualization seems to achieve such a purpose. (shrink)

Despite every insufficient reading which underlines the pathological feature in Nietzsche’s last writings madness (...) has been a real fiction: it became the Great Health in which “it’s finished” and the ego multiplies and vanishes in “all the names of History”. In 1911, the prominent Italian Nobel Peace Prize laureate Ernesto T. Moneta and, with him, a number of Italian “pacifists” actively supported the invasion of Libya (carried out) by the Italian army. On the columns of “La Vita Internazionale”, journal edited by Moneta since 1898, Italian “pacifists” not only agreed that it was good and convenient for Italy to conquer a part of North Africa, but showed an enthusiasm they had never manifested before in support of pacifist initiatives. The question (...) is why an ardent pacifist and wise intellectual, as Moneta was, renounced so easily his pacifist ideals to support a bloody war and a harsh repression of the Arab rebels, as the one which followed the defeat of the Turkish army. To answer this question, the essay analyzes the articles published by Moneta and other contributors on “La Vita Internazionale” and discusses them with regard to both the international political events occurred during the first decade of the 20th century and the dominant ideologies of the time (namely irrationalism and anti-individualism). The essay concludes that Moneta's agreement with the colonialist war has been prepared and made possible by a number of pre-war ideological and political influences which had transformed his democratic and peace-oriented ideas of nation, people and state into nationalist and aggressive ones. «Paz en la tierra», además de ser testimonio de tal vida en la «nube de luz», es una invitación a compartirla, una invitación remitida precisamente a quienes todavía no estamos en esa trascendencia, de modo que esta pieza tanto nos comunica un deseo referido a nosotros como nos hace extensiva la cordialidad de la que ya goza quien nos la dedica.

En la segunda mitad del siglo XIX la filosofía positiva se consolidó como la corriente de pensamiento dominante en México, muchos pensadores la utilizaron como marco teórico para interpretar los acontecimientos pasados y proyectar el futuro de la nación. Por su análisis, explicación e interpretación de la historia nacional México: su evolución social es la obra culminante del positivismo mexicano, pero para sorpresa nuestra ha sido poco estudiada por los especialistas, de ahí que sea necesario recuperarla. En este artículo nos (...) damos a esa tarea y para ello nos enfocaremos en analizar el método de investigación que emplea la obra así como el papel que cumple la historia dentro de la misma. Con ello se busca contribuir a los estudios sobre el positivismo mexicano al abordar, en una obra crucial, algunos de sus aspectos metodológicos, históricos y filosóficos. (shrink)

Investigando o projeto merleau-pontiano de fundamentação das ciências humanas, notadamente a sociologia e a antropologia, este artigo procura compreender as críticas de Merleau-Ponty à ontologia marxista (de forma genérica) em Les Aventures de la Dialectique, ressaltando a impossibilidade de descrição, desse ponto de vista, das características ontológicas dos fenômenos históricos nos termos de uma totalização dialética da história.
